Regional Lead Frequently Asked Questions

  1. Will there be an opportunity to revise the discretionary fund/subcontract requests from what was in our application?

    If your CBO is awarded a grant with a lower dollar amount than what was requested in the application, your CBO can make a proportional reduction in the proposed deliverables, and should provide an explanation in the SOW.

  2. Are there additional discretionary funds available from DIR for gaps in the region based on who received or did not receive funds?

    No additional funds are available.

  3. When do expenditures/deliverables begin?

    July 1, 2025.

  4. Does the SOW need to match the application, or is there an opportunity for revision?

    If you were awarded a grant with a lower dollar amount than what was requested in the application, your CBO can make a proportional reduction in the proposed deliverables, and should provide an explanation in the SOW.

  5. Are SOW revisions required for all grantees?

    All grantees (including Regional Leads, Activator Plus, and Activator roles) that did not receive the full dollar amount requested may revise the proposed deliverables in their SOW, but they are not required to do so.

  6. How often do we have to report our performance on deliverables?

    CBOs must report their deliverables every month to DIR.

  7. How often will DIR make its payments to organizations?

    DIR will make payments to organizations on a quarterly basis.

  8. Is reporting due on the first Thursday of the month, even if it falls on the first day of the month?

    Reports are due on the first Thursday of the month unless it falls within the first week.

  9. Can grant funds go to printing costs of materials prepared by the CBO? (I think this is asking about the separate printing funds available; rewrite for clarity)

    Grant funds can be used for printing DIR-approved materials, if consistent with the application and SOW.

  10. Can we request that Agency representatives attend our events?

    Yes. organizations can request the attendance of agency staff at CWOP events, including local staff, or statewide agency and division representatives from the, LWDA, DIR, Cal/OSHA, DWC, and LCO. Organizations can use the DIR outreach request form to request agency attendance at events.

  11. When does the grant period for Regional Leads begin?

    DIR will be processing grants on a rolling basis. DIR aims to have all grants fully executed on June 30, 2025. The grant period for awardees will begin on that date.

  12. Since deliverables begin in July 2025 and reporting starts in August, will our initial report include only two months of activities?

    Yes, the first report will include only two months of deliverables.

  13. Can we include information about State Disability Insurance (SDI) and Paid Family Leave (PFL) in our outreach?

    Yes, grantees may include SDI and PFL information in their outreach to workers.

  14. What is the estimated turnaround time for finalized grant agreements?

    June 30, 2025.

  15. Will there be a word limit for the scope of work (SOW) similar to the application?

    The SOW must be 300 words or less.

  16. Are grantees in other roles on a similar timeline of June 30 for contract completion?

    All CWOP grantees, including the Regional Lead, Activator Plus, and Activator roles, are on the same timeline.

  17. Who is the best person to ask about specific technical questions?

    You may contact the DIR CWOP team at CWOP@dir.ca.gov, or your UC lead with technical questions.

  18. When will DIR begin to conduct performance reviews of the awardees?

    Performance reviews are expected to begin approximately at the 11-month mark (June 2026), or slightly earlier.

  19. Should grantees anticipate any further changes to the CWOP deadlines and calendar?

    DIR’s intention is to comply with the existing anticipated calendar. CBOs can help with this by promptly submitting their draft SOWs, responding to DIR email inquiries, and registering all relevant staff on CORD.

  20. Are Regional Leads permitted to apply for RSE?

    No. Only Activator Plus grantees are invited to propose an amended SOW for the RSE program.
