Foreign Labor Contractor Registration Expands Registration from H-2B to Include H-2A Workers

Beginning July 1, 2027, AB 1362 expands the Foreign Labor Contractor (FnLC) registration program to include the recruitment or solicitation of temporary agricultural workers under the federal H-2A visa program.   

Beginning July 1, 2027, a person who is licensed or acting as a Farm Labor Contractor (FLC) and performs foreign labor contracting activities must (separately) register with the Labor Commissioner as a FnLC.  For ongoing updates please visit our FnLC webpage.  

Who Needs to Get a License?

Every person engaged in the business of farm labor contracting must register with the Labor Commissioner’s Office. For more information, go to our Rules and Regulations page.
