The Commission on Health and Safety and Workers' Compensation Announces the Draft Prepaid Card Report for Feedback and Public Comment
OAKLAND - California's Commission on Health and Safety and Workers' Compensation (CHSWC) is pleased to release for public comment and feedback the "Draft Report on Employer Use of Prepaid Card Account Programs for Workers’ Compensation Disability Indemnity Payments in California: California Senate Bill 880 (2018) and California Labor Code §4651."
The Draft Prepaid Card report (Senate Bill 880) describes the usage of prepaid cards for claimants receiving workers’ compensation indemnity benefits and includes the consideration of a recommendation for its continuance. Information on feedback and public comment is available on the feedback page of the CHSWC website.
The deadline to receive written public comments is January 16, 2026 with details on the feedback page.
CHSWC, created by the workers' compensation reform legislation of 1993, is charged with examining the health and safety and workers' compensation systems in California and recommending administrative or legislative modifications to improve their operation. CHSWC was established to conduct a continuing examination of the workers' compensation system and of the state's activities to prevent industrial injuries and occupational diseases and to examine those programs in other states.
