Article 116. Handling and Use of Explosives--Blasting Operations 
  
§5279. Loading and Blasting Near and Under Power Lines.
(a) When electric initiated blasting under, or near overhead power lines, the 
leading wires shall be placed at right angles to such lines and shall be securely 
anchored to prevent the blasting circuit conductors from being thrown into the 
overhead lines. 
  (b) When blasting under, or near overhead power lines, all loaded holes shall 
  be covered with a nonconductive blasting mat anchored to prevent the mat or 
  other material from being blown into the overhead lines.
